Baldoz awards outstanding DOLE offices, officials during 2015 Year-end Performance Assessment

Sixteen Department of Labor and Employment Offices (DOLE) and 10 officials were given recognition by Secretary Rosalinda Dimapilis-Baldoz for their meritorious implementation of DOLE’s programs and services, and for commendably demonstrating managerial competence and upholding exemplary governance during the 2015 Year-End Performance Assessment on 11 December 2015 at Hotel Jen, Roxas Boulevard, Manila.

 

Awarded Best Program Implementers for Labor and Employment Education Services (LEES) are the DOLE Cordillera Administrative Region, Regional Offices III (Central Luzon), and XII (SOCCSKSARGEN) for their exemplary Labor Relations, Human Relations and Productivity (LHP) Seminars, Continuing Labor Education Seminars (CLES)/Special Topics (ST), and Labor Education for Graduating Students (LEGS) seminars, as well as their innovations in producing LEES audio-visual clips.

 

The Best Program Implementers for Special Program for Employment of Students (SPES) are DOLE Regional Offices III, VIII (Eastern Visayas), and X (Northern Mindanao). Aside from the criteria set by the PRAISE Committee, the program manager also took note of ROs with more than 100 percent accomplishment rates in their actual target, budget utilization, and accomplishment rate based on the target set in the Secretary’s Planning Tool.

 

The DOLE Regional Offices VII (Central Visayas), IX (Zamboanga Peninsula), and XI (Davao Region) were awarded with Best Program Implementers for having the most number of trained safety personnel on Basic Occupational Safety and Health (BOSH) Training and Construction Safety Training (CST).

 

The Cordillera Administrative Region, Regional Offices III, and X were conferred Best Program Implementers for Labor Laws Compliance System (LLCS).  The ROs’ implementation of the LLCS, specifically the coverage, provision of assistance leading to compliance, compliance rate, MIS utilization, LS case disposition and Incentivizing Compliance Program (ICP) and good communication and innovation were measured.

 

Garnering the Best Child Labor-Free Barangays Program Implementers Award were the Cordillera Administrative Region; Regional Offices III; and XII, the Best Implementers of Child Labor-Free Establishments Program were awarded to the Cordillera Administrative Region and the Regional Office, IV-A (CALABARZON).

 

Regional Offices IV-A, IV-B (MIMAROPA), VIII, and X received the Highest Number of Livelihood Beneficiaries Award.

 

Finally, the Best Program Implementers for Service Quality for Tourism Value Chain Program Awardees were the Regional Tripartite Wages and Productivity Boards (RTWPB) of the National Capital Region, RTWPB IV-B, and RTWPB V (Bicol).

 

The Department recognized the RTWPB with the highest number of MSMEs trained on Service Quality, number of Productivity Improvement Program developed/implemented, and number of convergence/partner agencies/association.

 

Special Citations were also given to the DOLE Regional Offices III, X, and the Cordillera Administrative Region for recording the Highest Settlement Rate Award for year 2014 under the Single Entry Approach Program.

 

The Highest Budget Utilization Rate and Compliance to Submission of Budget and Accountability Report award was given to the DOLE Regional Office IV-A and the Occupational Safety and Health Center (OSHC).

 

The Cordillera Administrative Region; Regional Offices III and XI; the Employees Compensation Commission; and the National Wages and Productivity Commission, were also awarded for having achieved the highest compliance rate on COA recommendations as of 30 October 2015. 

 

Additionally, the first-ever Secretary’s Special Citation award were given to five DOLE officials for their exemplary contribution to the improvement of the delivery of services to the DOLE clients.

 

The awardees are: 
 

• Chairman Gerardo C. Nograles of the National Labor Relations Commission (NLRC) for his noteworthy accomplishment in the development of strategic measures for the speedy disposition of labor cases which resulted to more than 100 percent disposition of cases; adoption of Anti-Corruption Roadmap within the NLRC; and, improvement of NLRC Rules of Procedure and NLRC Sheriff’s Manual on Execution of Judgment;

 

• Regional Director Ofelia B. Domingo of DOLE RO XII for her noteworthy accomplishment in pioneering Information Communications Technology (ICT) reforms, thus, accelerating government actions. Likewise, she will be conferred with Gawad CES Award in a ceremony to be graced by His Excellency President Benigno Simeon C. Aquino III this December.  GAWAD CES is a Presidential award that recognizes members in the Career Executive Service (CES) for exemplary performance and significant contributions, particularly in the areas of innovation, information and communication technology, social services, administrative reforms and public policy.

 

• Executive Director Manuel C. Roldan of the National Maritime Polytechnic (NMP); Regional Director Elias A. Cayanong; and Assistant Regional Director Exequiel Ronie A. Guzman of DOLE RO VIII for their noteworthy accomplishment in leading NMP and DOLE RO VIII, respectively, to full physical recovery and restoration after Typhoon Yolanda hit the region.

 

The National Capital Region, Cordillera Administrative Region, and Regional Office XI were awarded Outstanding DOLE Regional Office for obtaining the highest rating in Physical Performance (50%); Good Management (40%), which covers Financial Management, Integrity, Citizens Charter/Anti-Red Tape Act (ARTA) implementation and Capacity Building of Staff; Consistency of Performance (10%); and Secretary’s Rating (10%). 

 

The Best Director/Agency Head award, which was also given for the first time, looked into the awardees’ work performance vis-a-vis the Planning Tool and 2014 OPCR (50%); managerial competence as per result of CESPES (30%); integrity, or having no complaint on graft and corruption received by the ACC (10%); and Secretary’s Rating (10%) .

 

Awarded Best Directors were Regional Director Alex V. Avila of the National Capital Region; Regional Director Joffrey M. Suyao of Regional Office XI; Regional Director Henry John S. Jalbuena of Cordillera Administrative Region; Director Romeo M. Montefalco, Jr. of  the Legal Service; and Director Dominique R. Tutay of the Bureau of Local Employment.

 

Awarded Best Agency Heads were Executive Director Maria Criselda R. Sy of the National Wages and Productivity Commission for local category, and Administrator Hans Leo J. Cacdac of the Philippine Overseas Employment Administration for overseas category.

 

The bestowing of awards is anchored on the Administrative Order No. 196 Series of 2005 or the DOLE Program on Awards and Incentives for Service Excellence (PRAISE), which supports the institutionalization of rewards and recognition in the Department in order to foster a culture of continuing excellence and productivity. 

 

The DOLE Program Managers, Human Resource Development Service (HRDS), and members of the DOLE PRAISE Committee analysed the performance all concerned offices, as well as of the office/agency heads to ensure that results are accurate and reliable. Data from the 2014 accomplishments and evaluations were gathered, reviewed, and calculated to satisfy the criteria.

 

After the extensive evaluation process, the PRAISE Committee, chaired by Undersecretary Rebecca C. Chato, presented the results to Secretary Baldoz.
